51st State is a popular competitive strategy card game for 1 to 4 players in which your goal is to develop a new State in the post-apocalyptic world. You will use your resources to build new Locations, make Deals to increase production, and attack the infrastructure of your Opponents for only one State can win over in this hostile universe.
The game was first created in 2010, gaining big popularity and attracting fans worldwide ever since. This Gamefound campaign brings in the Ultimate Edition of the game as well as the new expansion, No Man’s Land, introducing area control.
With the choice of over 8 Factions and 400 cards, you will enjoy remarkable replayability. No gameplay of 51st State will ever be the same.

How to play 51st State?
In 51st State your goal is to build a new State in the post-apocalyptic world. Whether you command merciless Mutants or brave New Yorkers, your aim is always simple and clear – conquer new lands, incorporate new regions, and destroy everyone who is of no value.
The game is played over a series of rounds until the end game condition is triggered. Each round is divided into 4 Phases: Draft, Production, Action, Cleanup.
At the beginning of every round, players perform card drafting giving each player 2 new cards to their hands.
Next comes a production phase. Each player gains resources from:
Their Faction board - this provides the basic production. Each Faction is good at something - Mutants do Guns, Merchants do Fuel, etc.
Deals signed in previous rounds - they give Goods depicted on them.
Production cards players have in their tableaus - each Production Location produces Goods. Have an Oil Station? You’ll get Fuel. Simple as that.
Now, starting with the First Player, and continuing clockwise, players perform actions. Here are the available actions:
You can build a Location in your State by playing a card from your hand and paying its cost. There are two ways you can go about this:
Build a completely new Location and place it next to your Faction board in the row depending on the card's type:
Production Locations are built in the top row,
Feature Locations are built in the middle row,
Action Locations are built in the bottom row.
Develop a Location you already have into something new. Remove the old Location and put the new card in its place. This grants you 1 Victory Point.
Cards in 51st State are multi-use. Instead of building a Location, you can make a Deal with it so that from now on it will give you a passive income at the beginning of each round. To make a Deal you pay the cost, flip the card upside down, and place it under your Faction board so that only the blue section is visible.
Another way of getting resources (and admittedly messing up with your Opponents) is razing a Location. You can raze a Location from your hand or from your Opponent’s tableau after you overcome its defense. The Opponent gains a small compensation, but their card is now considered Ruins.
Location cards in the bottom row next to your Faction board provide you with additional Actions. You can use an Action on a card only once per round unless the text says otherwise.
Your Faction board also provides once-per-round Actions which you can use even if you don’t have any Locations.
Some Production Locations are marked with an Open Production keyword. This means they not only produce Goods during the Production Phase, but can also be used by Opponent players who must deploy a worker to do so. The owner of the card gains a Worker in return.
Connection Cards represent yet another type of cards giving additional resources. Every round only one card of each type is available, so choosing the right moment to grab them is crucial.
During your turn, apart from the already mentioned actions, you can additionally increase the defense level of your Location to protect it against the Raze action by another player.
Once you run out of options for the round you can simply pass and wait for the other players to finish their turns. After passing you are immune to other players’ Raze actions.
After the Action phase, you lose all the leftover resources, unless you have some storage abilities. The only thing you can keep between rounds apart from Goods in storage is the cards in your hand. This makes 51st State such a challenging and fun efficiency game.
The endgame is triggered when any player reaches 25 Victory Points. In addition to the VP track every player scores 1VP for each Location in their State. The player with the highest score is the winner.
51st State can be played not only multiplayer with up to 4 players, but it also offers a fun solo mode in which you play against a Virtual Player. The solo mode has straightforward rules and is very popular among 51st State fans.

We have decided to make this change due to the fact how heavy group pledges are making them more vulnerable to getting damaged during air transport. As an additional benefit, Canadian backers ordering group pledges will be able to enjoy Friendly Shipping - no extra taxes will need to be paid.
To ensure the best possible quality of the product, reduce the shipping costs, and speed up the delivery we decided to manufacture the product in Europe. As a consequence, we will be shipping all rewards directly from Portal Games HQ (by a local fulfillment company) without using any regional distribution hubs - to all the countries worldwide with the exception of Asia which will be fulfilled by VF1

During the crowdfunding campaign it was possible to freely modify or cancel your order. Gamefound only collects payments at the end of a successfully funded campaign.
After the campaign, if you would like to resign from a part of your pledge or cancel your order, you can contact our customer support team and request a partial refund or cancellation. We offer a 97% refund for the first 3 months after the campaign (3% administrative and payment processing costs) and a 91% refund after 3 months (9% administrative and payment processing costs). The refund (after deduction as mentioned) covers both the pledge and the shipping price. Processing of your refund request shall not take more than 30 days.
If you receive the game and any component is damaged or missing, our customer service, upon contact, will be happy to send replacements. Please note we offer this service for the period of 24 months after the product was delivered.
